Transactions


5.1 General Transactions

  • 5.1.1 Transactions are actions taken by a GM or AGM on behalf of the franchise. Transactions must be submitted by a GM or AGM to the franchise's transaction spreadsheet. Transaction requests should follow the format specified by the Transaction Managers (TMs) and include any necessary evidence, such as player consent. Transactions should be done in good faith, and are subject to approval by TMs and Admins. Abuse of the transaction system is subject to punishment and/or restrictions on transactions, as determined by Admins and TMs. The possible types of transactions are listed below:

  • 5.1.2 Early Transaction Period (ETP): The ETP will begin during the offseason, usually near the beginning of combines, and last until the Standard Transaction Period begins. Admins, Numbers Committee, and Transaction Managers will determine the exact dates. During the ETP, franchises may only Re-sign and Cut players on their franchise. Per 4.2.3.3, Non-playing AGMs may also be signed to the franchise as a player during this period.

  • 5.1.3 Standard Transaction Period (STP): The STP occurs between the Draft Lottery and the Draft. Admins, Numbers Committee, and Transaction Managers will determine the exact dates. During the STP, franchises may Sign, Re-sign, Cut, Promote, and Trade players. Trades can also be made involving current season and next season draft picks.

  • 5.1.4 Regular Season Transaction Deadline: This deadline occurs 15 minutes before the default start time of the second to last match day of the regular season. Each tier has its own Regular Season Transaction Deadline, based on whenever the second to last match day is scheduled for that tier.

    • 5.1.4.1 After this deadline has passed for a given tier, franchises are not allowed to do any transactions that result in permanent roster changes to the team in that tier. Temporary Substitutions and Temporary Promotions are still allowed.

    • 5.1.4.2 Bypassing the transaction deadline to cut and sign another player is allowed under extreme circumstances based on approval by TM head/Admins. You may only sign a player under this rule if that FA was an FA not on waivers at the time of deadline. The cut player may not play the rest of the season. This is to be used if a player has an extended unavailability or extended lack of communication. Evidence of this must be given to the TM head/Admins.

  • 5.1.5 Pre-Match Transaction Deadline: Transactions must be submitted at least 15 minutes before the match start time. This ensures TMs have enough time to process the transactions prior to the match.

    • 5.1.5.1 Transaction requests submitted after the Pre-Match Transaction Deadline will be processed after the match. Late Temporary Substitution or Temporary Promotion transactions will be canceled.

      • 5.1.5.1.1 For a team playing multiple matches in a day, a Temporary Substitution transaction that is submitted too late for the first match will still be processed for the later matches.

5.2 Free Agents and Permanent Free Agents

  • 5.2.1 Free Agents are players that, in most cases, went through the draft in the current season and were subsequently Cut from their team. Free Agents can sub for a team for a single match or match day through a Temporary Substitution transaction. Free Agents can also join a team through a Sign or Promotion transaction.

  • 5.2.2 Permanent Free Agents are players that chose to not be drafted or joined CSC after regular signups ended. Permanent Free Agents can sub for teams through a Temporary Substitution transaction. Unlike regular Free Agents, a Permanent Free Agent cannot join a team by being Signed or Promoted.

    • 5.2.2.1 Permanent Free Agents may not sub for the same team on consecutive match days.
  • 5.2.3 Both of these player groups have the freedom to accept or decline offers from franchises as they wish.

    • 5.2.3.1 If multiple franchises offer a Temporary Substitution to a player, the player can choose which franchise they would like to sub for, or sub for none of them.

    • 5.2.3.2 If multiple franchises offer to Sign a Free Agent, the Free Agent can choose which franchise to join, or remain as a Free Agent. However, if the Free Agent is currently on waivers, they do not have a choice if a franchise decides to Waiver Claim them.

  • 5.2.4 Admins and Numbers shall convert PFAs to FA based on a variety of factors to maintain health of the FA pool.

  • 5.3.1 Most transactions require the consent of the player involved. To prove this, a GM, AGM or Captain must ask the player directly if they agree to the proposed transaction. The GM/AGM/Captain must submit a screenshot of this agreement along with the transaction request. Consent screenshots should adhere to standards listed below.

  • 5.3.2 Captains that obtain player consent screenshots are acting in an official capacity for their franchise and they must follow the same requirements as (A)GMs.

  • 5.3.3 The request and response should include the following:

    • 5.3.3.1 Use either “for transactions, would you like to ..” or “officially, would you like to..” in the request, to make it clear to the player that this is an official agreement.

    • 5.3.3.2 Specify the action the player is agreeing to, e.g.

      • “Would you like to officially sign with our Elite team, [team name]?”
      • “For transactions, will you sub for Recruit for 9/2 MD2?”
    • 5.3.3.3 The player must clearly agree to the request by responding affirmatively.

    • 5.3.3.4 For Temp Sub requests for playoff matches or match days where a team has multiple matches scheduled, the request must specify if the player is subbing for all or some of the maps. If this information is not specified, it will be treated as a request to sub for all maps.

  • 5.3.4 The screenshot must include the GM/AGM/Captain, the player, and the question/answer. The date and time of the message should be visible.

5.4 Sign

  • 5.4.1 A Sign transaction is used to add a player to a franchise.

  • 5.4.2Proof of player consent must be given when submitting this transaction.

  • 5.4.3 If the player was previously Cut by the team, at least two match days must have passed since the Cut occurred.

  • 5.4.4 Signs can be done before the draft during the Standard Transaction Period or during the Regular Season up to the Transaction Deadline for the tier of the team the player is being signed to.

  • 5.4.5 If a player is being signed during the regular season, the Sign must be accompanied by a transaction (such as a Cut or IR) to make sure the team stays at 5 players.

5.5 Re-sign

  • 5.5.1 Players with expired contracts may renew their contract with the franchise for an additional season with a Re-sign transaction.

  • 5.5.2Proof of player consent must be given when submitting this transaction.

  • 5.5.3 Re-sign transactions can be submitted during the Early Transaction Period or the Standard Transaction Period.

  • 5.5.4 A Re-sign will renew the player's contract for 1 season. Players will have to Re-sign at the beginning of each season that they wish to stay with the franchise.

5.6 Cut

  • 5.6.1 A Cut transaction removes a player from the franchise.

  • 5.6.2Player consent is not required for this transaction

    • 5.6.2.1 In preseason, proof of the player playing in a match should be provided. See rule 8.1.2.
  • 5.6.3 At least two match days (including Preseason) must have passed since the player was signed or re-signed to the franchise.

    • 5.6.3.1 See section 4.3 for additional rules on player protections.
  • 5.6.4 Cut players typically become Free Agents, with some exceptions:

    • 5.6.4.1 Pre draft, a player who requests to get cut due to an inability to play is removed from the active player pool. They may sign up to play as a PFA.

      • 5.6.4.1.1 If, during that same season, the player returns to the league pre-draft as a non-PFA, the franchise from which they were removed retains their original contract.

      • 5.6.4.1.2 If, during that same season, the player returns to the league post-draft, they must return as a PFA.

    • 5.6.4.2 Post draft, a player who requests to get cut because of an inability to play becomes a PFA.

    • 5.6.4.3 Players who refuse to play for their team may be cut and converted to PFA status as detailed in rule 4.3.6.1.

  • 5.6.5 Players that are Cut may be placed on waivers (See section 5.12 for more details on Waivers):

    • 5.6.5.1 Before Roster Lock in Preseason, Cut players will be put on waivers if they went through the draft as a signed player (not DE or FA).

    • 5.6.5.2 After Roster Lock in Preseason, Cut players will be put on waivers.

5.7 Temporary Substitution

  • 5.7.1 A Temporary Substitution is an agreement between a franchise and a Free Agent (FA) or Permanent Free Agent (PFA), where the (P)FA will replace one of the team's signed players for one or more matches on that match day.

  • 5.7.2Proof of player consent must be given when submitting this transaction.

  • 5.7.3 When submitting this transaction, both the (P)FA subbing in and the rostered player being subbed out must be specified.

  • 5.7.4 The (P)FA must be in the same tier or lower as the team they are subbing for. The MMR of the (P)FA will replace the MMR of the subbed out player and the team must not exceed the MMR cap.

  • 5.7.5 Unless the (P)FA becomes suddenly unavailable, they must play in all maps that they agreed to play.

  • 5.7.6 See 10.2.1 for rules surrounding Temporary Substitutions in Playoffs.

5.8 Temporary Promotion

  • 5.8.1 Temporary Promotions allow a rostered player to act as a substitute for a higher tier team within their franchise.

  • 5.8.2Proof of player consent must be given when submitting this transaction.

  • 5.8.3 When submitting this transaction, both the player being Temporarily Promoted and the rostered player being subbed out must be specified.

  • 5.8.4 A player may be Temporarily Promoted up to two match days total in a season, across Regular Season and Playoffs.

  • 5.8.5 During Regular Season, a player that is Temporary Promoted may only play for that higher tier team during that match day. Unless the player becomes suddenly unavailable, they must play in all maps that they agreed to play.

  • 5.8.6 During Playoffs, the following rules apply to Temporary Promotions:

    • 5.8.6.1 The Temporary Substitution Playoff rules in Rule 10.2.1 apply.

    • 5.8.6.2 A player may only be Temporarily Promoted one match day during playoffs. If they have already been Temporarily Promoted twice during the Regular Season, they are ineligible for Temporary Promotion in Playoffs.

    • 5.8.6.3 Temporary Promoted players may play with their own team, in addition to the higher tier team, on the same match night in Playoffs.

    • 5.8.6.4 Matches will not be delayed to benefit players that are Temporarily Promoted to another team, subject to admin discretion.

    • 5.8.6.5 Players cannot leave an in-progress map in an official match to play in another match. Additionally, in the event of a scheduling conflict between the two games, the transaction for a Temporary Promotion will not be processed until they have a replacement in their usual tier, one match has been successfully played, or the other team has forfeited. A scheduling conflict occurs if the start times are separated by less time than 75 minutes per possible map of the earlier series.

5.9 Promotion/Demotion

  • 5.9.1 Promotion allows players to join a team in a higher tier than they were initially placed by Numbers Committee. Players within a franchise can be promoted to a higher team, or a franchise can sign and promote a Free Agent at the same time.

  • 5.9.2Proof of player consent must be given when Promoting or Demoting a player.

  • 5.9.3 If the promotion occurs after Roster Lock in Preseason, it must be accompanied by transactions that keep all affected teams at 5 players. For example, if a Challenger player is promoted up to their franchise's Elite team, the Challenger team can Sign a Free Agent and the Elite team can Cut another rostered player, making sure that both teams end up with 5 active players on the roster.

  • 5.9.4 Players promoted pre-draft may not be demoted by the franchise that drafts them. The franchise may Cut the player, to which the following rules apply:

    • 5.9.4.1 The cut player will become an FA in their original tier.

    • 5.9.4.2 The cut player may not Sign or Temporary Substitute with the franchise that cut them for 2 Match Days.

    • 5.9.4.3 If the cut occurs in Preseason, the player cannot sign with the same franchise in the same season without signing to another franchise first.

    • 5.9.4.4 If the cut occurs in the Regular Season, the player will go on waivers in their original tier. The franchise that cut the player cannot Waiver Claim them.

  • 5.9.5 Players promoted post-draft may be cut, in which case they will go on waivers in their original tier.

  • 5.9.6 Players promoted post-draft may be demoted, one tier at a time. Players cannot be demoted lower than their original tier.

    • 5.9.6.1 Demoted players will go on waivers in the tier they are demoted to. If the player clears waivers, they will join the franchise's team in the lower tier.

    • 5.9.6.2 The demoted player cannot be promoted back to the higher tier until the end of the waiver period.

  • 5.9.7 Promoted players that are traded can be demoted by the new franchise.

5.10 Inactive Reserve (IR)

  • 5.10.1 Inactive Reserve allows a player to stay contracted to a franchise while they are on an extended break without taking up an active roster spot on the team.

  • 5.10.2Proof of player consent must be given when submitting this transaction.

  • 5.10.3 Players on IR may not play in matches and do not count towards roster construction rules, such as the MMR cap.

    • 5.10.3.1 Placing a player on IR should be accompanied with a transaction (such as a Sign) that adds a player to the team's active roster.

    • 5.10.3.2 Taking a player off IR should be accompanied with a transaction (such as a Cut) that removes a player from the team's active roster.

  • 5.10.4 The player must remain on IR for a minimum of 4 match days. If the player is absent for 1 or more consecutive match days directly prior to the IR transaction, those absences can be counted towards the 4 match day minimum duration.

  • 5.10.5 Taking players off of IR may continue until the day before playoffs begin in that tier (at 11:59pm ET).

  • 5.10.6 A player on IR may only be cut, moved to PFA, or brought back to the active roster, they may not be traded, promoted, or demoted.

  • 5.10.7 When a player on IR requests and is eligible to return to the active roster the GM must remove them from IR before 2 MDs pass or cut them.

5.11 Trade

  • 5.11.1 A Trade is an exchange of assets (players and draft picks) between two or more franchises.

  • 5.11.2 Trades must be agreed upon and submitted by a GM or AGM from every franchise involved. Proof of agreement must be submitted to TMs.

  • 5.11.3 Within a single trade, all assets must be from the same tier. Each season, a franchise is allowed to make three cross-tier trades that bypass this restriction.

  • 5.11.4 Trading Players - The result of any trade involving players may not result in teams breaking the roster construction rules.

    • 5.11.4.1 All involved teams must not exceed the MMR cap as a result of the trade.

    • 5.11.4.2 If a trade results in a team having less than 5 players, the trade must be accompanied by transactions (such as Signs or Promotions) that bring the roster back up to 5 active players.

    • 5.11.4.3 If a trade results in a team having more than 5 players, the trade must be accompanied by transactions (such as Cuts or IR) that bring the roster back down to 5 active players.

  • 5.11.5 Trading Draft Picks

    • 5.11.5.1 Draft picks for the current season may be traded during the Standard Transaction Period prior to the draft.

    • 5.11.5.2 Draft picks for the next season may be traded during the Standard Transaction Period as well as during the season. The following rules apply only to future season draft picks:

      • 5.11.5.2.1 Only 1st, 2nd, 3rd, 4th, and 5th round future draft picks can be traded.

      • 5.11.5.2.2 All franchises must maintain at least one future draft pick in the first two rounds of each tier.

      • 5.11.5.2.3 All franchises must maintain at least three future draft picks in the first five rounds of each tier.

  • 5.11.6 If there is a reasonable doubt, accompanied with evidence, that the GM of a franchise or the franchise itself will not return in the following season, then admins may hold a vote to remove the ability for that franchise to make trades for the duration of the season, and also reverse any trades by that franchise during the week prior to the start of the vote.

    • 5.11.6.1 The vote will last until all Admins have made a decision.

    • 5.11.6.2 The franchise in question will not be able to make trades while the vote is ongoing.

    • 5.11.6.3 The vote will be majority wins, with every admin voting for, against, or abstaining. In the event of a tie, the vote will fail and the franchise will be able to trade.

    • 5.11.6.4 If the vote fails, another vote that targets the same franchise cannot be called until at least 4 match days have passed.

5.12 Waivers and Waiver Claims

  • 5.12.1 During the Regular Season, and sometimes during the Preseason (see rule 5.6.5.1), Cut players will be placed on waivers. While on Waivers, the player cannot Sign with a team, but they can still be a Temporary Substitute. Teams can submit a Waiver Claim for the player, where the highest priority team (see 5.12.4.2) will win the Waiver Claim and add the player to their roster. If the player clears Waivers without being claimed by any team, they will have no restrictions and be able to Sign with any team if they choose.

  • 5.12.2 Waiver Claims do not require player consent, although it is strongly recommended the GM or an AGM discusses a potential waiver claim beforehand with the player.

  • 5.12.3 When a Waiver Claim is submitted, it must be accompanied by a transaction that brings the team back down to 5 players. This second transaction will only be processed if the team wins the waiver claim.

  • 5.12.4 When a player is placed on waivers, the waivers will last until two noons (ET) have passed since the beginning of the waiver. During this period, teams may make a Waiver Claim on the player. When the waiver period expires, the team with the highest waiver priority will win the claim, and add the player to their roster. If no team Waiver Claimed the player, the player will become a full Free Agent with the ability to sign to any team they choose.

    • 5.12.4.1 Waiver claims that begin before the Regular Season Transactions Deadline will be processed normally, even if the waiver period extends past the deadline.

    • 5.12.4.2 Waiver priority is determined individually per tier, as follows:

      • 5.12.4.2.1 At the start of the season, waiver priority will be based on the inverse of the draft order. If a team had the last pick in the draft, they will receive the first spot on waivers.

      • 5.12.4.2.2 After two regular season match days, waiver priority will be based on the inverse of tier standings, as updated from the most recent match day prior to the waiver starting.

      • 5.12.4.2.3 When a team signs a player (including other waiver claims), they will move to last in waiver priority for their tier until two match days have passed (Doubleheaders count as two Match Days for the purposes of this rule).

    • 5.12.4.3 A franchise that claims a player off waivers cannot promote that player until two match days have passed.

    • 5.12.4.4 A player may be waiver claimed in any tier they are eligible to play in.

      • 5.12.4.4.1 Once cut, a player may provide a preferred tier for waivers to be applied in in the case of multiple tiers providing claims. They will be contacted by TMs to facilitate this. If no preference is communicated by the end of the waiver period and multiple tiers make claims, the lowest tier's claims will apply.
  • 5.12.5 GMs do not go on waivers when cut.

5.13 Assign Captain

  • 5.13.1 Assigning a player as Captain grants them the ability to:

    • Message in the Free Agent Pickup and Looking for Scrim channels in Discord.
    • Book scrims on the Scrim tab of the Schedule sheet.
    • Pick and ban maps on the website for matches.
  • 5.13.2 In order to receive access to book scrims on the Schedule sheet, GMs should submit the captain’s email to the appropriate Google Form and Admins will grant them access.

  • 5.13.3 The player does not need to consent, but GMs should still talk to the player beforehand to make sure they want to take on the responsibility of Captain.

  • 5.13.4 In the event the Captain is subbed out for a match, the GM can request (by submitting a Temp Captain request) to have map banning ability temporarily transferred to another player on the roster.

5.14 Assign AGM

  • 5.14.1 Players (or non-players) assigned as AGM have similar (but not quite equal) authority to their GM, allowing the franchise management workload to be split between multiple people. The Admins will review and approve each AGM assignment.

  • 5.14.2 The AGM's email should be submitted as a part of this transaction, so they can be given access to their transaction spreadsheet.

  • 5.14.3 The full rules surrounding AGM assignment are listed in section 4.2 of the rulebook.

5.15 Reschedule

  • 5.15.1 If both teams agree, a match can be rescheduled to a different time and/or date. Matches may also be rescheduled at the request of one team in the case of significant delays due to technical issues. See rule 9.1.2 for the full rules for reschedules.

  • 5.15.2 A screenshot showing the agreement between the GM/AGM/Captain of each team to the new match time and date must be submitted.
