League Info
2.1 Discord

2.1.1 The league will make use of Discord (https://discord.com/) as its primary platform for communication and organization. All official announcements will occur in the league’s Discord server.

2.1.2 All communication is expected to occur through Discord, using either the league’s server, your franchise’s server, or direct messages.

2.1.3 You do not have to be in the league to be in the Discord server.
-
2.1.4 Any advertisement of any non-CSC related events must be cleared by Admins.
2.2 Broadcasting Rules

2.2.1 Recording of games and the saving of game replays is not required; however, teams are allowed to stream or record games in any way they would like. CSC asks that any streams involving league games be “safe for work”.

2.2.2 CSC reserves the right to broadcast any league matches on our official Twitch/YouTube channels and to be able to spectate for the purpose of (re)broadcasting any league matches.

2.2.3 With consent from both teams, the media committee may delay the start of a match by up to 15 minutes from its scheduled time in order to resolve broadcast issues. Once the first round starts, the match may not be interrupted for any broadcast-related reasons.
2.3 Joining CSC

2.3.1 A signup form will be made available prior to the start of each season of CSC.
- 2.3.1.1 This form is for new players and Permanent Free Agents. A separate Intent to Return form will be sent out to anyone already in the league as a Player, Free Agent, or General Manager.

2.3.2 Players must disclose all their accounts used to play Counter Strike in the signup form, whether they are regularly used or not. Failure to do so may result in consequences, including potential removal of the player from the league.

2.3.3 The player must use accounts registered with CSC for all CSC events. If you are not using the account you have indicated as your main account, you must submit this information to the Staff at least 30 minutes in advance of a CSC match or event.

2.3.4 If a player is usually unavailable at the regular match time, they should not sign up for the league as a player. While it is unreasonable to expect players to never miss a scheduled time, every player should ensure they are likely to be available for most of them before signing up. Be aware that most GMs expect players to be available in advance of 10 PM ET in order to warm-up with their teams. Players should make any potential absences clear to their GM.

2.3.5 When signing up, players will choose a name which will be used in the CSC Discord as well as in-game on CSC servers. The name must fit the following requirements:

2.3.5.1 No two active CSC players and/or Staff members can have the same exact name. This is case-insensitive, meaning that "John" and "john" would be considered the same name.
- 2.3.5.1.1 Players and Staff members from a given season will be considered active for name reservation purposes until the draft of the next season.

2.3.5.2 Names may contain between 2 and 18 characters, inclusive.

2.3.5.3 Names may contain upper and lowercase English letters, numbers, spaces, and the following punctuation symbols:
._-!?:^+- 2.3.5.3.1 Names may not consist only of numbers.

2.3.5.4 Names must be appropriate for CSC and may be denied if they contain slurs, NSFW language, or other content that does not comply with the Behavior Guidelines. Admins and mods may require players to change their name if it does not follow the Behavior Guidelines.

2.3.5.5 Players may change their name between seasons. Once a player has played a match (including combines), they can no longer change their name that season.

2.4 CS2 Bans

2.4.1 Players with banned accounts must disclose them to CSC during signups. Some banned accounts may cause the player to be ineligible to play.

2.4.2 Players actively or formerly banned by Valve, FACEIT, or ESEA may be eligible to play in CSC, subject to Admin discretion, if the account in question falls under these categories:

2.4.2.1 It is a Valve, FACEIT, or ESEA account that was banned over three years ago.

2.4.2.2 It is a banned account that was successfully appealed (proof of the successful appeal is required).

2.4.2.3 The account is not banned for cheating or ban evasion (proof of this is required)

2.4.3 If a banned account is not reported, but would not warrant a ban from the league or a change in the players MMR, the player will be suspended for 2 regular season match days.

2.4.4 If there is a wave of inaccurate bans (evidence of this must be verifiable somewhere) admins may, at their discretion, allow players to play despite bans.

2.4.5 If the banned account does not fall under the above exceptions then that player is ineligible to play in CSC. If franchised, the offending player will also be forced onto IR (Inactive Reserve) until that ban is removed in order to allow the possibility for appeal (this does not count towards the amount of players a franchise can have on IR). Each off-season, offending players that have played on IR in this way may be either reinstated or banned from future play indefinitely based upon the status of any appeals through the party through which they are banned. Attempting to circumvent this may result in match bans. Repeat attempts may result in your removal from the league.

2.4.6 After a banned player is placed on IR or removed from the league, league members may submit evidence of prior suspicious gameplay from CSC games where the offending player might have cheated. At the discretion of the admins, the results of those games may be voided, and the team of the offending player will FF retroactively.
2.5 Alternate Accounts

2.5.1 Players may declare alternate FACEIT and Steam accounts in the signup form when joining the league, or by sending a message to an Admin at any time.
- 2.5.1.1 Alternate accounts are collected to ensure everyone is given a fair MMR value in the league.

2.5.2 If a player is found to have an alternate account they did not declare that would impact their MMR value, they are subject to punishment at Admin discretion.
- 2.5.2.1 These punishments include, but are not limited to, match day or season long suspensions, depending on the found discrepancy in MMR.
2.6 League Roles

2.6.1 The structures of the league are operated by Staff. There are several different roles that fall under the heading of Staff.

2.6.2 The league is led by 5 Admins, who direct the league’s day-to-day activities in addition to working on long-term projects.

2.6.2.1 An Admin candidate must meet certain criteria in order to be an eligible candidate.
-
2.6.2.1.1 You must be backed by the Backer Pool. This group will consist of any willing GM, Committee Head, or former/outgoing Admin (for two backer cycles from the end of their most recent term) who is not running but is otherwise eligible. In order to be officially backed by the pool, you must gain a vote of at least 40% of the pool (rounded up).

2.6.2.1.1.1 Each backer decides whether or not they think each applicant should be a candidate. They need to do this for all candidates and should provide an explanation to the pool as appropriate.

2.6.2.1.1.2 Once the backing process has concluded, approved candidates will proceed to Admin election discussions. Deliberations of the backer pool will remain private.

2.6.2.1.1.3 The backer pool will write a short rationale to send to any rejected applicants. Members of the backer pool may also discuss their own judgement with any rejected applicants, but may not discuss any specific sensitive info/incidents or the opinions/experiences of other pool members.

2.6.2.1.2 You must have participated in at least one season of CSC.

2.6.2.1.3 You may not currently have any serious strikes or more than two normal strikes.

2.6.2.1.4 You must not have been removed (or resigned to avoid removal) as admin in the past three seasons.

2.6.2.1.5 Admin candidates that pass the Backer Pool will have their strike counts for each strike category published by the mod committee.

2.6.2.2 Only CSC members who participated in the previous season as a player or Staff member are eligible to vote in the admin election.
-
2.6.2.3 If there is suspected abuse, severe inactivity to the detriment of the league, or misuse of power or authority by an Admin, then an investigation for possible removal shall be made.

2.6.2.3.1 The members of the group who will take part in that investigation are:
- The Server Owner;
- Admins not under investigation;
- The head of the Moderation Committee;
- The head of Arbitration Committee;
- The GM Rules Committee Representative;
- The Committee Head Representative, for committees not already included.

2.6.2.3.2 An investigation can only be initiated when the Server Owner, any Admin, or at least 3 Committee Heads or GMs request the investigation begins.

2.6.2.3.3 At the outset of an investigation,, the uninvestigated Admins will work with the Server Owner and any involved parties to collect any relevant evidence to present to the group.

2.6.2.3.4 After the evidence is gathered, the group will discuss and all non-recused members of the group shall vote on admin removal. Each of the bodies listed above has one vote. (If the Admin body is tied, their vote will be counted as one against removal). A 2/3 majority vote is needed for removal.
- 2.6.2.3.4.1 Any members that are close friends or otherwise have a relationship that presents a conflict of interest with the Admin in question will recuse themselves from an investigation. Upon recusal of a member who was not an Admin or the Server Owner, the recused member will be replaced by the next most senior member in their respective subgroup.

2.6.3 The teams of the league are led by General Managers (GMs). Each GM is in charge of a grouping of teams known as a franchise. Some GMs have additional roles. GMs can be players; however, special rules apply to these circumstances.

2.6.3.1 A GM or AGM may have any staff role other than Transaction Manager or Admin.
- 2.6.3.1.1 A GM or AGM in Numbers Committee may not be involved in the manual MMR adjustments of players, but may still work on numbers tech.

2.6.3.2 If a GM is a player, this rule supersedes the rules for players becoming staff. Any other restrictions on which Staff roles may be taken apply in addition to the restrictions in this rule.

2.6.4 Captains are players who have been tasked by their GM to lead a team. There are no specific responsibilities or privileges associated with being a Captain, other than what their specific GM grants them. Captains are not permitted to see privileged information.

2.6.5 Assistant GMs (AGMs) are players who are tasked with assisting their GM in various tasks. There is no requirement as to what tier they must be in.
- 2.6.5.1 AGMs can remain with a franchise if they are not playing the following season(s). To be eligible, the AGM must have been involved in at least 1 season with CSC. Further, the AGM cannot be on another franchise or a free agent.

2.6.6 Committee Handbooks

2.6.6.1 Each committee will make a public document outlining committee structure and procedures, not including information deemed sensitive/proprietary, which will only be referenced by name (e.x. the. "numbers formula").

2.6.6.2 When applicable, rules within this rulebook supersede policies made by committee handbooks or decisions made at the committee level.

2.6.6.3 In the event a committee requires an emergency policy change that conflicts with the rulebook, a committee may supersede the policy with majority approval by the Admins.

2.6.7 Election ranking and replacement

2.6.7.1 Elections in CSC shall use a Ranked Choice Voting system unless otherwise stated.

2.6.7.2 A committee may trigger a new vote for the committee head if at least 10% of the committee’s members petition for such a vote.

2.6.7.3 In the event of a Staff member removal, voluntary or otherwise, the following procedures will be used depending on the position:
- If an Admin spot is vacant during the first half of the season, the next-highest voted candidate from the previous election will take the spot. In the second half of the season, no replacement shall occur for a single Admin.
- If there are less than 4 active Admins, the remaining Admins shall run a full Admin election for replacing the inactive or empty spots.
- If a Committee Head position is vacant, Admins shall run an immediate election for replacement. In the event the Admins deem the committee makeup to be a significant issue that prevents an election, the replacement Committee Head shall be chosen by Admins for the remainder of the term.
- If an Arbiter spot is vacant, the next-highest voted candidate from the previous election will take the spot.
- If a Player Rules Committee Representative position is vacant, the vacant position shall be replaced in the next election.
- If a GM Rules Committee Representative position is vacant, Admins shall hold an election for a replacement representative for the remainder of the season.
- If a Committee’s Rules Committee Representative position is vacant, the Committee Head for that committee shall take over until they designate a new representative if they choose to do so.

2.8 Clarifications

2.8.1 The rules here and elsewhere are ultimately defined and interpreted by the Admins of CSC. The Admins may fill in for any other role for decision-making as necessary.

2.8.2 The phrase “Admins and Staff” or similar is frequently used. It should be noted that Admins are included in Staff (all Admins are Staff), but not the opposite (not all Staff are Admins). Admins and Staff is, therefore, slightly redundant (though it does indicate where decisions or actions are more likely to involve Admins versus just non-Admin Staff).
